You must apply for the Residence Visa after you have already entered Dubai; this means you first need to enter the country on an Entry Permit. Additionally, just like with the entry permit, in most cases, you cannot apply for your own residence visa: you need a sponsor to apply on your behalf, such as your employer, spouse, etc.
You can only apply for a Residence Visa through a sponsor. However, in some cases, you can be your own sponsor.

Once you arrive in the country, your sponsor must apply for your Residence Visa at the General Directorate of Residency and Foreigners Affairs (GDRFA) of the respective Emirate where you will be living.
They will also pay the Dubai Residence Visa fee during the application, which depends on the validity of your visa.
After your application is approved, the GDRFA will affix a Residence Visa sticker in your passport, and you will receive an Emirates ID card, which is valid for the same duration as the visa.
The Dubai Residence Visa fees vary depending on the duration for which your visa is issued. For one year, the Dubai Residence Visa fee is approximately AED 1000.
Additionally, you will need to pay a processing fee, which varies depending on where you apply; this can range from AED 1500 if you apply in person to AED 1200 if you apply online.

The difference between a Dubai Entry Permit and a Residence Visa is, as the name suggests:
The duration of Dubai Residence Visas depends on your purpose of travel: they are issued for 1, 2, or 3 years and are renewable.
However, Investor Visas or Retirement Visas are issued for 5-10 years and are also renewable.
Your sponsor must renew your residence visa 30 days before its expiry. However, there is a grace period, so your sponsor can also renew your visa after it expires. The renewal procedure is similar to when you first got your visa: your sponsor has to apply at the General Directorate of Residency and Foreigners Affairs in the relevant emirate.
Dubai authorities offer foreigners a 30-day grace period from the expiry of their visa. This means you can stay for another 30 days even if your visa has expired, but if you do not have a visa renewal by that date, you must leave the country and re-enter using an entry permit.

As of October 2018, the Dubai government issued a new immigration rule allowing widows and divorced women of Dubai residents to stay in the country for one year without a sponsor, starting from the death of their husband or divorce. The new rule also covers the children of the women in question, if any.
