Egypt Free Zones: Overview

Egypt's free zones are special-status areas that offer export-oriented manufacturing and logistics investors exemptions from customs, income and sales taxes. The strategic position provided by the Suez Canal and Mediterranean ports turns these zones into a distribution and production hub between Asia, Africa and Europe. This guide covers the advantages, incentive structure, eligible and prohibited activities, public free zones and cost model of Egypt free zones as of July 2026. For general company types, formation steps and standard tax rates in Egypt, see our guide on setting up a company and doing business in Egypt.

The free zone model is designed mainly for companies that sell most of their products abroad, or that import raw materials or semi-finished goods, process them in Egypt and re-export. Investors planning to sell into the domestic market should carefully compare a standard domestic company with the free zone structure.

What Is a Free Zone in Egypt?

Free zones are special areas regulated under Investment Law No. 72 of 2017 and its executive regulations, treated as being outside the customs territory. Projects in these zones are established mainly for export-oriented manufacturing, assembly, storage and service activities. Because free zone projects operate outside the country's customs and tax system for their in-zone activities, capital goods and raw materials are imported free of customs duty.

Free zone companies operate under the supervision of Egypt's General Authority for Investment and Free Zones (GAFI). GAFI manages the approval and registration of projects and also oversees in-zone activities. Running the system under one authority reduces bureaucracy for investors and speeds up the process.

Free Zone Investment Advantages

Companies operating in Egypt's free zones benefit from the following key advantages:

These advantages make free zones attractive especially to manufacturers and exporters seeking to integrate into international supply chains. Tax exemptions lower operating costs and strengthen price competitiveness, while customs exemptions ease cash flow in production models that rely on imported inputs.

Free Zone Types: Public and Private

Egypt's free zones can be established by a Prime Minister decree as either public or private free zones. Public free zones host multiple investors, are administered by GAFI and come with ready infrastructure. Investors can start operating by leasing land or a ready facility in these zones.

Private free zones are allocated to a single project or company and are usually located outside a public zone geographically. Private free zone status is generally granted to projects that export most of their output and, by their scale and nature, need to be established on a dedicated site. This status is subject to the approval of the relevant authorities and to meeting certain investment and export conditions.

Eligible and Prohibited Activities

While free zones are open to a wide range of activities, some sectors are kept outside the free zone regime for national-security, environmental and strategic reasons. It is important to confirm the eligibility of your activity before making an investment decision.

Typical eligible activities: export-oriented manufacturing and assembly, textiles and apparel, food processing, electronics, pharmaceuticals and medical equipment, logistics and warehousing, and value-added service activities.

Activities generally prohibited in free zones: weapons, ammunition and explosives and any industry related to national security; wine and alcoholic beverages; fertilizer production; iron and steel manufacturing; and petroleum processing/refining. These areas are assessed outside the free zone regime, under the general legislation.

Main Public Free Zones

The main public free zones administered by GAFI and their leading sectors are:

Alexandria Public Free Zone (APFZ)

Located in the Mediterranean port city; suitable for textiles, food processing, petrochemicals and light industry projects. Its port-integrated structure gives export-focused manufacturers a logistics advantage.

Nasr City Public Free Zone (NCPFZ)

Situated in the capital Cairo with easy access to all road networks; attracts pharmaceutical, medical equipment, engineering and electronics sectors. Its proximity to skilled labor makes it a preferred choice for high value-added production.

Port Said Public Free Zone (PSPFZ)

At the northern end of the Suez Canal, it connects Asia, Africa and Europe by sea; suitable for textiles, household goods, chemicals, logistics and petroleum sectors.

Suez Public Free Zone (SPFZ)

Near the southern end of the Suez Canal, a commercial seaport with easy access to five ports; preferred for ship maintenance, maritime services and heavy industry projects.

Ismailia and Damietta Free Zones

Ismailia stands out for logistics and light industry in the Canal region; Damietta for furniture, textiles and agricultural exports. Each zone appeals to a different investment profile with its own sectoral expertise and infrastructure.

Free Zone Fee and Cost Structure

Instead of taxes, free zone projects pay an annual fee based on the type of activity. This model lets businesses keep costs proportional to their activity volume. The table below summarizes the core fee structure published by GAFI:

Fee ItemRate / BasisApplication
Manufacturing / assembly projects1% of goods value (FOB)Annual
Storage / warehousing projects2% of goods value (CIF)On entry
GAFI service charge~0.5% of project revenueAnnual (capped)
Income / corporate taxExempt
Customs dutyExempt

In addition to these items, operating expenses such as incorporation fees, land/facility rent and annual license renewal vary by project. To plan total cost accurately, the activity type, import/export volume and chosen zone should be evaluated together.

Free Zone vs. Standard Company Comparison

CriterionFree Zone CompanyStandard (Domestic) Company
Corporate taxExempt22.5%
Customs dutyExemptStandard tariff
VAT / sales taxExempt (in-zone)14%
Foreign ownership100%100% (most sectors)
Target marketMainly exportDomestic + export
Annual fee1–2% of goods valueNone (normal taxation)

In short, if you export most of your product, a free zone offers a clear tax advantage. Conversely, if your sales target the domestic market, a standard company structure may be more suitable because of the tax and customs rules applied when goods enter the local market.

Free Zone vs. Special Economic Zone (SEZ)

Free zones should not be confused with special economic zones (SEZs) such as the Suez Canal Economic Zone. While in-zone income is tax-exempt in free zones, SEZs generally apply a reduced flat corporate tax rate (around 10%) and different rules for sales into the domestic market.

The SEZ model targets large-scale industrial and infrastructure projects serving both export and domestic markets; the free zone is more advantageous for export-oriented manufacturing and logistics. Expert guidance is important to determine the structure best suited to your investment model.
